International financial system changes

It's hard to decide whether the changes occurring internationally are volatile or chaotic. They are certainly dramatic and extraordinary.

Here is an analysis by CCH (pdf) of the USA Emergency Economic Stabilization Act of 2008 passed on 3 October 2008.
